Jeff graduated from the Pennsylvania Academy of the Fine Arts, in Philadelphia, in 1979 with a 4 year certificate. He received partial and full scholarships during his years there. He was awarded a private studio in his senior year, available to a limited number of students. In the summer he graduated from high school he began oil painting, doint representational (realistic) works. In 2021, upon seeing glow-in-the-dark paints, he began doing decorative pieces.
